Fight Those Who Do Not Believe In Allah ( God )

Do Christians, Jews and pagans do not believe in God? ( They are atheists? )
Quran 9:29 Fight those who do not believe in Allah, nor in the latter day, nor do they prohibit what Allah and His Messenger have prohibited, nor follow the religion of truth, out of those who have been given the Book, until they pay the tax in acknowledgment of superiority and they are in a state of subjection.
This verse simply saying is to fight atheists who were fighting the Muslims
Before Islam word Allah use by Pagan's Arab, Jews and Christians BUT ( Arab's atheists do not believe in Allah NOR judgement day ) ( NOR follow the religion of truth--> ie people of the book--> Jews and Christians and MUSLIMS ) until atheists pay the tax and acknowledgment of superiority and they are in a state of subjection.
The verse Quran 9:29 does not say to fight those who BELIEVE in God (in Arabic Allah) and last day
NOTE: Jews and Christians BELIEVE in Allah and last day ( judgement day )
Why did Allah say to fight atheists AT the TIME of the prophet?
Arab's atheists were THE MOST violent opposer of the Prophet and Islam

Let me explain to you this verse AGAIN
Fight those who do not believe in Allah, nor in the latter day
Above line simply saying that people who don't believe in god and judgement day ( like atheist ) ( Christian and Jew believe in God and judgement day)
nor follow the religion of truth, out of those who have been given the Book
Above line simply saying that people who don't follow previous book ( old and new testament ) ie atheist
( Christians and Jews do follow old and new testament )
Quran 2:62
'' Those who believe (in the Qur'an), and those who follow the Jewish (scriptures), and the Christians and the Sabians,- any who believe in God and the Last Day, and work righteousness, shall have their reward with their Lord; on them shall be no fear, nor shall they grieve. ''
(Quran 3:113-114)
'' Not all of them are alike: Of the People of the Book ( Christians and Jews ) are a portion that stand (For the right): They rehearse the Signs of God all night long, and they prostrate themselves in adoration. They believe in God and the Last Day; they enjoin what is right, and forbid what is wrong; and they hasten (in emulation) in (all) good works: They are in the ranks of the righteous.''
What if atheists DO NOT fight the Muslims, Do Muslims STILL have to fight the atheists?
(Quran 60:8)
'' As for such [of the unbelievers( atheist)] as do not fight against you on account of [your] faith, and neither drive you forth from your homelands, God does not forbid you to show them kindness and to behave towards them with full equity: for, verily, God loves those who act equitably. ''
In Quran 4:90; God forbade the Muslims from fighting those of the hypocrites that remained peaceful.
